Daughter Stuns Mom

Seattle, Washington. October 07, 2005. Jean Cyr, 72, was awakened abruptly. She was awakened by her own daughter, Jaimi Cyr, 40, cruelly administering a 300,000 volt stun gun to her.
That was just the beginning of this eldery womans ordeal. Her daughter had already bound her to a chair using duct tape. Duct tape covered her arms, her eyes, her nose and most of her mouth. She was then tortured. Her daughter repeatedly used the stun gun on her, beat her about the head and torso and threw her about the room. This went on for hours. Jean Cyr was near death when the torture finally stopped. The daughter, Jaimi, only stopped when Jean promised not to call the police. The daughter then left the house.
Jaimi Cyr is mentally ill. Later that night, she told police she did this because she was tired of her mother making her take her psychiatric medication, and that she did not want to go back to the hospital or prison.
Other than the obvious, the really sad part of this story is that it all could have been avoided. For several reasons.
- The daughter purchased the stun gun on the internet. Why are non-law enforcement officials permitted to do this?
- She had been living with her mother despite court orders to stay away.
- She had been arrested four times by police since May for assaulting her mother and violating court orders to stay away from the family home.
- In September, during one of her arrests, Black Diamond Commander Chris Hurst said he urged the county mental health officials to interview Jaimi because she "will likely kill her mother soon."
- The county mental health officials told Hurst "...Jaimi Cyr is not a threat to anyone, including herself or her mother."
- "This womain was tortured almost to death," Husrt told the Eastside Journal. "This was 100 percent preventable."
Fortunately, the elder Cyr will recover from her ordeal, at least physicly.
There is more than one offensive person here. First of course, is Jaimi Cyr. That goes without saying. But a real culprit in this has to be the King County Mental Health Department who refused to do what needed to be done. How much more convincing did they require? These people absolutely ignored what is obvious to everyone else and as a result is a direct cause to the suffering Jean Cyr endured. For this reason, we have awarded both Jaimi Cyr and the King County Mental Health officials two out of five OFP News Puke Awards.
